Composition
The Committee of the Whole shall consist of all Common Council members and the mayor, all of whom shall be voting members, unless otherwise provided herein. The Committee of the Whole shall operate using the same rules as the common council.
Summary of Duties
The Committee of the Whole meet as needed, generally monthly, as called by the council president, for the purpose of examining various issues before the Common Council in greater depth. The Common Council may refer issues to the Committee of the Whole for recommendation, or the Committee of the Whole may address other issues.
